Resolutions of the 4th Assembly
The unprecedented global economic crisis and political disorder resulting from the inherent crisis and irreparable deterioration of the world capitalist system has further pushed imperialism to exploit and oppress the peasants and working people of the world..
While wealth and resources, including land, water and forests are increasingly concentrated and reconcentrated in the hands of a few, the vast majority of the world's population, the peasants, farm workers, peasant women, fisherfolk, dalits, herders and pastoralists are subjected further to the demands of imperialist globalization, facing increasing domination and exploitation by monopoly capital and its domestic lackeys resulting in their further impoverishment and marginalization.
The most evident and gruesome crime committed by the world capitalist system is the wholesale denial of genuine land reform and the perpetual extraction and destruction of resources of farmers and millions of people in underdeveloped nations. Land monopoly and economic backwardness is ensured in underdeveloped nations to make them heavily dependent to foreign exploiting economies through unbridled cycle of export-oriented and import dependent economy.
There is a resurgence of the use of the arts and media in the service of the oppressed classes along with the advance of the peoples’ democratic and national liberation struggles. Various art forms, media and the internet are widely used to complement mass actions and make messages more effective. Artists, writers and other cultural workers are directly involved in mass mobilizations, anti-imperialist propaganda work, organizing, international solidarity activities and in shaping a revolutionary culture. They are part of the people rising up against imperialism.
The Resistance Festival of Greece features concerts of contemporary music, traditional Mediterranean and Balkan sounds, blues, jazz and “world beat.” Artists use video, cartooning and animation in solidarity with the struggle of the Palestinians like in the Freedom Flotilla II Campaign and Artists against Apartheid. In London, marches have a carnival feel with playing music, big screen TVs and performances in central parks. Social media is used as an alternative channel of information to promote mass actions like the case of "We Are All Khaled Said." Traditional poetry is being used as a strong weapon of protest in Egypt. Theater performers, musicians and writers in Mexico hold festivals conveying their people's history and struggles. Artists in Palestine give workshops in various fields of arts as means of raising political consciousness and organizing, and they lead in the archiving of the history and struggles of their people. Progressive theater, music, dance, literature and visual arts are integral in the people’s struggle in the Philippines.
In recent years, the entire world especially the imperialist United States (US) succumbed to severe economic depression. The crisis has intensified as the imperialist powers scramble over the few remaining territories to extract raw materials and to serve as dumping grounds for their surplus products and capital.
Ultimately, the imperialist countries have had to rein in their neo-colonies through the strict enforcement of economic agreements that are geared towards the interests of the empire. Moreover, the imperialist countries also take advantage of the ongoing social unrest in many countries (such as in the West Asia and North Africa) in order to wrest control over their governments, especially on policies that protect national sovereignty. This is presently manifested in Libya which is currently facing a war of aggression initiated by the imperialist countries.
