Full Resolution on Concern No. 1:
The cause of national liberation, democracy & social liberation against imperialism & all reaction

We are currently witnessing an unprecedented and ever-worsening crisis of imperialism and the upsurge of worldwide peoples' resistance to imperialist plunder and wars of aggression.

The Sept. 11 attacks in the U.S. were used by the neoconservatives in the U.S. ruling elite, led by George W. Bush, to unleash a so-called "war on terror" through unilateral and pre-emptive actions in order to topple governments opposed to U.S. imperialism, expand U.S. military presence in all corners of the world, and strengthen its bullying tactics against rival capitalist countries. It continues to threaten wars of aggression against Iran, Syria, North Korea, Cuba and other countries asserting their independence and intervene everywhere in the Third World to prop up its client states and thwart national and social liberation movements.

Advance the People's Solidarity and Struggle for Liberation and Democracy Against Imperialist Plunder and War

The general crisis of imperialism has been worsening despite the seeming triumph of monopoly capitalism due to the revisionist betrayal of socialism, the growth of fascism, racism, sexism and jingoism. The crisis of overproduction, financial collapses, growth of fascism and wars of aggression manifest the crisis.

In the face of increased oppression and exploitation, the working class and the oppressed peoples of the world have been steadily waging all forms of resistance for democracy and liberation against imperialism. The emergence of the ILPS is a major development in the people’s resistance.

Since the First International Assembly of the International League of Peoples’ Struggle (ILPS) in 2001, a new world situation has surfaced, with US imperialism brazenly taking the path of militarization, war and fascisation, thus compounding the situation of the previous decade, involving the far worsened crisis of the world capitalist system, the aggravation of imperialist oppression and exploitation and the vigorous upsurge of the people’s resistance throughout the world. Imperialism is moribund capitalism. It drives the people to carry out protests and revolution.

The International League of Peoples’ Struggle (ILPS) successfully held its Second International Assembly (SIA) from 11 November to 13 November 2004 in Eindhoven, The Netherlands. The assembly carried the theme, “Advance the people’s solidarity and struggle for liberation and democracy against imperialist plunder and war.”

Two hundred and forty (240) delegates from 33 countries attended the assembly. They represented 136 participating organizations of the ILPS. There were also observers who represented 39 other organizations as well as those who came individually. The participating and observing organizations came from various global regions like Asia, Africa, Latin America, North America, Europe and Oceania.

The newly-elected International Coordinating Committee (ICC) of the International League of Peoples’ Struggle (ILPS) held its first meeting in two sessions, the first in the evening of 13 November and the second in the morning of 14 November 2004.

In the first session, the ICC clarified its own functions and those of the International Coordinating Group (ICG), the officers and the general secretariat in accordance with the pertinent provisions of the ILPS charter and the organizational practice since 2001.

The ICC elected as its officers the following: Prof. Jose Maria Sison as chairperson, Manolis Arkolakis as deputy chairperson, Metin Atak as first deputy chairperson for internal affairs; Dr. Carol P. Araullo as deputy chairperson for external affairs; Arman Riazi as general secretary; Yasser Felistini as first deputy general secretary; Dr. Azra Sayeed as second deputy general secretary; Jan Beentjes as treasurer and Elmer Labog as auditor. They comprise the ICG.
