We, participants coming from different countries such as Canada, Hong Kong, Italy, Philippines, Malaysia, Indonesia, Turkey and the USA gathered in this workshop on “Migrants, Refugees and Displaced Persons” of the First International Activity of the International League of People's Struggles in The Netherlands on May 25-27, 2001, unite on the following:-
WHEREAS, almost 90 million people are living outside their country of birth as immigrants, migrant workers, political refugees and homeless people brought about by economic and political problems and conflicts in their respective countries and there is an increasing trend of forced migration and consequently higher forms of exploitation. Most of these persons are found in oppressed nations;

In most countries, basic human rights of the toiling masses and the oppressed are not fully enjoyed nor protected. The vast majority of the world's humanity are denied of their basic civil, political, economic, social, and cultural rights, and are effectively marginalized from political processes established for and dominated by the interests of imperialism and its landlord-big business cohorts. Gross violations of human rights and international humanitarian law are committed in the course of the implementation of the policies of imperialist globalization.
The accumulation of capital in optimizing profits is pushing states to be more and more repressive and the people's rights are more and more suppressed. As the people resist the impositions of imperialism, state apparatuses -- the courts, laws, jails, military -- are all used to violate, if not completely deny with impunity, the basic human rights of the people. In spite of their being signatories to various human rights instrumentalities and international humanitarian laws, states are able to circumvent provisions of such instruments by putting forward notions of national security, state of emergency, and/or economic development. In fact, the worst and biggest violator of human rights in the world -- the United States -- declares itself as the biggest democracy and protector and defender of human rights. In actuality, the US holds more people in prison than any other country – two (2) million and 150 political prisoners.

Culture, the arts, and the mass media are arenas of intense struggle between the forces of progress and social liberation and reaction. Monopoly capital and the ruling elites in each country impose their dominance in culture through the control of media, the flow of information and the institutions of culture and the arts by means of which they prop up backward, feudal, individualist, patriarchal and racist cultures.
The unrelenting role of the market under the polices of imperialist globalization has intensified this domination through the commodification of the arts and culture, the global monopoly of media, and the global homogenization of culture by multinational corporations. This has resulted in the rapid erosion of national and indigenous cultures. Furthermore, particular globalist policies such as privatization and liberalization enforced by the WTO exacerbates this situation by opening up media, culture and the arts to greater monopoly capitalist trade and investment.

Throughout the ages, human societies have created the bases of survival, sustenance and advancement using natural resources through science and technology. The main interest of these societies' dominant economic and political force dictates the allocation and use of resources and, thus, shapes the development process.
The advent of private property, gender-based discrimination, stratification of society into classes and castes, and its transformation into monopoly capitalism has intensified the above dynamic into one that sacrifices people, environment, science and technology, in favor of profit. Monopoly capitalism has allowed exploitative classes to arrogate unto themselves control over ownership, utilization and appropriation of natural resources on a worldwide scale through technology.

The turn of the millennium has witnessed a worsening global health crisis. New diseases such as AIDS, Ebola, several kinds of hepatitis have emerged over the past 20 years, while other old infectious diseases such as tuberculosis, cholera, malaria and diphtheria are ironically coming back worldwide, despite advances in modern technology.
Health care, long ago acclaimed a basic human right, has become increasingly inaccessible to millions of people. More than ever before, world health is determined by the politics of monopoly capitalism that has turned it from a social service into a lucrative source of superprofits. In the guise of “globalization”, people's health has been turned into an opportunity to dump excess production of drugs and health supplies, to absorb excess capital in new health products and technologies, and take over social health systems being privatized. This appears to be an intensified phase of monopoly capitalist expansion, exploitation and oppression. It is brought about by the chronic global overproduction in all types of goods that is leading to the further destruction of productive forces in the form of production cut downs, mass layoffs and bankruptcies.

Imperialist globalization has resulted in untold suffering for billions of people throughout the world. The imposition of its neoliberal policies of privatization, deregulation, trade liberalization and austerity have reaped huge profits for huge multinationals banks and corporations while the world economy is racked by crises, the gap between rich and poor countries to grow, hundreds of millions are thrown into unemployment, and environmental destruction proceeds unabated. Imperialist globalization has intensified the oppression of women, racism, and discrimination against migrants.
Imperialist globalization has had a devastating impact on education all over the world. Drastic cuts in public spending for education have become the norm. Teachers, researchers, and other education personnel suffer deteriorating standards of living as salaries fail to keep up with rising costs. Large numbers are being laid off as governments close down schools and universities deemed inefficient. As education becomes the flashpoint for popular struggles, schools and universities are increasingly subjected to state repression.
